Dr. Elias Rosenblatt has over 35 years experience in clinical and administrative healthcare. He has over sixteen years experience working with The Joint Commission survey process.

Dr. Rosenblatt worked at the Joint Commission on Accreditation of Healthcare Organizations’ (JCAHO - now The Joint Commission - TJC) central office as an Associate Director in the Department of Standards. He was responsible for the interpretation of all clinical and administrative standards. He was the organization’s subject matter expert on all matters relating to the Medical Staff standards. That included the credentials and clinical privileging processes, governance, and the Medical Staff’s patient care and performance improvement responsibilities.

Dr. Rosenblatt was subsequently trained as a Joint Commission Surveyor under the Comprehensive Accreditation Manual for Hospitals, serving in that capacity for five years from 1999 through 2003. He was also trained to perform hospital Integrated Long Term Care and Home Care surveys, and to perform the hospital-sponsored and free-standing ambulatory care process. He is also a consultant in Office-Based Surgery. In addition to his work as a Joint Commission surveyor, he has worked continuously as an independent consultant, utilizing these skills since 1999.

Dr. Rosenblatt served on the teaching faculties of the Joint Commission and Joint Commission Resources, and concurrent with his responsibilities within Joint Commission was given additional assignments as a consultant for Joint Commission Resources.

Dr. Rosenblatt earned his Bachelor of Arts degree from Columbia College, New York, New York, followed by his Doctor of Medicine degree from the State University of New York at Buffalo. He completed a rotating surgical graduate medical education year, followed by residency training in Ophthalmology at Deaconess Hospital in Buffalo, New York. He is a diplomate of the National Board of Medical Examiners and the American Board of Ophthalmology, and is a graduate of the Naval Aerospace Medical Institute and the Naval War College.

His clinical background includes Ophthalmology, Aerospace Medicine and Ambulatory Care.

Dr. Rosenblatt was commissioned in the United States Navy in 1968, beginning active duty in 1972, and serving until 1996. He held positions in hospitals, ambulatory care organizations, operational units, and on senior management staffs. He served as a department head and director in numerous clinical and administrative positions. In addition, he held appointments at the University of Florida, and the Uniformed Services University of the Health Sciences F. Edward Hébert School of Medicine. His assignments included serving as the Deputy Department Head for Quality Assurance, Credentials Action Officer, and Assistant Joint Commission Action Officer at Navy Medicine’s headquarters in Washington, DC.

Dr. Rosenblatt’s leadership responsibilities in healthcare standards continued when he was selected to re-establish the Naval Medical Doctrine Center and integrate it with the Navy's Fleet doctrine development program. This organization developed standards for the employment of health service assets (for example: hospital ships, Fleet hospitals, field laboratories, humanitarian support) in support of the Navy Fleet, and integration of those assets with the other armed services for Joint Operations.

Dr. Rosenblatt is a member of the Consultants’ Consortium, a group of former Joint Commission surveyors and other related experts (Medicare and Environment of Care) committed to remaining current with the Standards of the various Joint Commission programs and to serving each other as resources related to the current accreditation processes. The Consortium provides on-going mutual support to its members.

Dr. Rosenblatt is a resident of Ponte Vedra Beach, Florida.
